Added overlay and ini file so you can set global values and not add every team id to the map.
SpeedServer is a game pacing module based on Home Team [when stadiums are designated for team games].
You set the desired game speed in SpeedServer.txt with an ID (identifier) and a home team value.
In real football, even good teams play at a slower pace on the side, as all pitches and the pace of the home team are not the same.
